The President of the European Commission called for strengthened external border measures and enhanced operational cooperation among member states to manage arrivals while ensuring compliance with international protection obligations.
The meeting, convened at short notice, is expected to focus on immediate operational responses and longer-term approaches to border management. Representatives will examine measures to increase surveillance, improve search-and-rescue capacity and streamline information-sharing protocols with frontline authorities. The role of the EU border agency, Frontex, and the need for rapid deployment of technical support and personnel are anticipated items on the agenda.
Officials said the situation in the Spanish exclave requires engagement with national authorities and neighbouring states to reduce irregular crossings and to enhance processing of protection claims. The responses will be discussed in the context of cooperation between Spain and Morocco, capacity at disembarkation points and the logistical support needed from other member states. Humanitarian assistance and reception capacity are also expected to form part of the ministers’ deliberations, alongside operational security measures.
The Commission has signalled that the meeting aims to produce coordinated recommendations and operational steps that member states can implement swiftly. Interior ministers will consider a mix of immediate deployments, funding reallocations and strengthened coordination mechanisms at external borders. The outcome will inform further work on border policy and may shape discussions at subsequent EU fora as authorities seek to reconcile border security with legal obligations under asylum and human-rights frameworks.
