Low Danube levels force reduced output at Paks and emergency works for Cernavoda

The Danube’s low water levels have constrained nuclear power operations in Central Europe, forcing output reductions at Hungary’s Paks plant and prompting emergency interventions in Romania to restore river flow to the Cernavoda facility. Operators reported markedly reduced cooling water availability, a critical requirement for reactor operation that has led to temporary limits on generation at affected reactors.

At Hungary’s Paks nuclear station, operators said the plant was operating at about 10% of its normal capacity because of insufficient river water for cooling. In Romania authorities carried out an explosive operation to remove a rock outcrop in the riverbed in an effort to improve flow toward the Cernavoda plant. National agencies and plant operators described both measures as necessary to protect reactor cooling systems and ensure compliance with safety parameters tied to water availability.

Riverine cooling is a standard component of thermal and nuclear generation systems; when intake water falls below certain levels, plants are required by regulators and technical constraints to reduce output to maintain safe temperatures and cooling margins. The reduction at Paks and the engineering works near Cernavoda reflect these operational limits. Local authorities in both countries have been monitoring river gauges and coordinating with energy and environmental agencies to manage immediate risks to generation and infrastructure.

Officials in Budapest and Bucharest framed the responses as emergency measures to sustain plant safety and continuity of operations. The use of controlled explosives by the Romanian military to remove an obstacle in the riverbed was carried out to expedite improved flow to the intake structures supplying the Cernavoda site. Both governments emphasised that interventions followed technical assessments, and plant operators reported ongoing supervision of cooling conditions by regulatory bodies.

Energy system managers and river authorities continue to track water levels on the Danube and coordinate contingency arrangements. For the moment, the situation remains under active oversight: Paks is running at reduced capacity while measures to restore stable intake flow to Cernavoda are being implemented and monitored by the relevant national agencies.
