Royal Mail reports better performance but still falls short of regulator targets

Royal Mail has said its operational performance showed improvement in recent reporting periods but that it nevertheless failed to meet delivery standards set by the regulator. The company described some trends as “encouraging” while acknowledging the shortfall in meeting regulator-set targets overseen by Ofcom.

The postal operator reported progress on several performance metrics compared with a weaker baseline, attributing gains to changes in scheduling, investment in sorting capacity and adjustments to network planning. Despite these steps, delivery punctuality and other target measures remained below the levels required by the regulator, prompting recognition that more work is required to restore consistent service standards.

The result comes amid long-term structural shifts in the sector, where declining letter volumes and rising parcel deliveries have altered operational demands for traditional carriers. Customers and businesses continue to expect predictable delivery windows, while management must balance cost, capacity and workforce considerations to achieve regulator expectations. Observers say improvements are a necessary step to rebuild confidence but that achieving the targets will require sustained performance over time.

The company stated it would continue to pursue operational fixes and monitor performance closely, noting the encouraging signs while accepting the missed targets as a reminder of the challenges ahead. The outcome is likely to remain a focus for investors and stakeholders watching progress on service reliability, and for users of the postal service who depend on timely deliveries. Meanwhile, the regulator retains powers to oversee compliance with the standards it sets and to engage with the operator on plans to bring performance into line with expectations.
