Clear targets provide the investment signal that utilities, manufacturers and network operators rely on when committing capital. The scale of electrification foreseen will shape decisions on renewable capacity, long-duration storage and grid reinforcement, and it will influence where factories and battery plants locate. Without a common benchmark, member states and private actors face uncertainty over demand trajectories, slowing down projects that are essential for both decarbonisation and supply diversification.
Delivering on such a target requires coordinated policy measures. Faster permitting for generation and transmission, cross-border interconnection, upgraded distribution networks and workforce planning are immediate technical necessities. Critical raw material supply chains for batteries and power electronics must be secured alongside recycling strategies. At the EU level, institutions such as European Commission can set a framework for harmonised rules and funding, while national governments will carry out implementation and planning for local grids and industry support.
Establishing a clear electrification goal would create measurable milestones for investment and regulation, simplify planning for market operators, and make it easier to monitor progress across member states. It would also sharpen policy tools that underpin energy security, from strategic fuel stock management to coordinated infrastructure spending. In practice, a transparent, quantifiable target could accelerate the shift away from imported fossil fuels and help ensure that the transition to electric energy is resilient, affordable and timely for consumers and critical services alike.
